The European Union Commission’s whitepaper on Artificial Intelligence proposes shaping the emerging AI market so that it better reflects common European values. It is a master plan that builds upon the EU AI High-Level Expert Group guidelines. This article reviews the masterplan, from a culture cycle perspective, to reflect on its potential clashes with current societal, technical, and methodological constraints. We identify two main obstacles in the implementation of this plan: the lack of a coherent EU vision to drive future (...) decision-making processes at state and local levels and the lack of methods to support a sustainable diffusion of AI in our society. The lack of a coherent vision stems from not considering societal differences across the EU member states. We suggest that these differences may lead to a fractured market and an AI crisis in which different members of the EU will adopt nation-centric strategies to exploit AI, thus preventing the development of a frictionless market as envisaged by the EU. Moreover, the Commission aims at changing the AI development culture proposing a human-centred and safety-first perspective that is not supported by methodological advancements, thus taking the risks of unforeseen social and societal impacts of AI. We discuss potential societal, technical, and methodological gaps that should be filled to avoid the risks of developing AI systems at the expense of society. Our analysis results in the recommendation that the EU regulators and policymakers consider how to complement the EC programme with rules and compensatory mechanisms to avoid market fragmentation due to local and global ambitions. Moreover, regulators should go beyond the human-centred approach establishing a research agenda seeking answers to the technical and methodological open questions regarding the development and assessment of human-AI co-action aiming for a sustainable AI diffusion in the society. Cramer et al's proposal to view mental disorders as the outcome of network dynamics among symptoms obviates the need to invoke latent traits to explain co-occurrence of symptoms and syndromes. This commentary considers the consequences of such a network view for genetic association studies.

The spatial dynamics of the optical emission from an array of 50 times 50 individual microcavity plasma devices is investigated. The array is operated in argon and argon-neon mixtures close to atmospheric pressure with an ac voltage. The optical emission is analysed with phase and space resolution. It has been found that the emission is not continuous over the entire ac period, but occurs once per half period. Each of the observed emission phases shows a self-pulsing of the discharge, with (...) several bursts of emission of fixed width and repetition rate. The number of emission bursts depends on applied voltage and frequency. Spatially resolved measurements prove that the emission bursts are formed by overlapping emission pulses from single discharge cavities. Intensity differences between positive and negative half-wave can be interpreted through spatially resolved measurements of single discharge cavities. (shrink)

Kant, Immanual was a German philosopher, the founder of German classical idealism, born in the city of Koenigsberg . Upon graduation from the university there , he became a private tutor. In 1755 he became privatdozent and in 1770 professor at Koenigsberg University. Hilbert's conference lectures during the year 1922, Neuebegründung der Mathematik. Erste Mitteilung and Die logischen Grundlagen der Mathematik (both are published in (Hilbert [1935] 1965) pp. 157-195), contain his first public presentation of an axiom system for propositional logic, or at least for a fragment of propositional logic, which is largely influenced by the study on logical woks of Frege and Russell during the previous years.The year 1922 is at the beginning of Hilbert's foundational program in its definitive form. Wir stellen ein präzises Modell der wissenschaftlichen Begriffs-theorie vor, in dem die Beschreibungs-, die Wirklichkeits- und die mengentheoretische Ebene verknüpft werden. Einerseits wird ein allgemeiner Rahmen für die Gesamtheit der Begriffe, andererseits die „lokale” Struktur eines Begriffs beschrieben. Wir spezialisieren diesen Rahmen auf wissenschaftliche Begriffe, wissenschaftliche Theorien, und auf die zugehörigen strukturalistischen, wissenschaftstheoretischen Konstruktionen. We introduce a precise model for the theory of concepts in philosophy of science. In this model we connect the level of description, the level of reality (...) and the level of set theoretic systems. On the one hand we describe a general frame for the collection of concepts, and on the other hand the „local” structure of a concept. We specialize this frame to scientific concepts, scientific theories, and to the appertaining structuralist constructions from philosophy of science. (shrink)
